The project works with herder groups, Pasture User Groups (PUGs) and herder advisors in five soums of Bayankhongor and Khuvsgul aimags.

Herder groups and PUGs

Eight herder organisations work with the project: seven groups/PUGs are operational and a Herder Household Association (HHA) is forming in Ikh-Uul. Together they unite 235 member households, and six of the seven established groups are women-led. The four Khuvsgul PUGs manage a total of 67,699 ha of pasture under Pasture Use Agreements (PUAs) running 2019–2034.

The Ulaan Ereg PUA is being re-concluded under Mongolia’s 2024 legislation via the Herder Household Association pathway, following the 2025 determination of the Jinst Citizens’ Council.

Herder advisors

The herder-advisor model is one of the project’s core institutional pilots. Advisors carry pasture-management, animal-health and financial knowledge into their own PUGs and groups, and coordinate project activities locally.

The first joint Herder Advisor Training took place on 22–24 July 2026, and 20 advisors are piloting the Hunu climate-forecast app.

Local partner institutions

The Khuvsgul Aimag Federation of Pasture User Groups (AFPUG) is the project’s local partner, and the Bodi Mungun Sureg savings-and-credit cooperative in Jinst anchors the financial-literacy pilots. The herder groups work closely with soum administrations and bagh governors.
